"As I stated in my remarks, CTIA and the wireless industrysupport President Obama's recent Executive Order that directedfederal agencies to review existing rules and to consider whethernew proposals create barriers that may unnecessarily burdenbusinesses and the economy. We also support the commitment byChairman Genachowski to honor the President's Executive Order. Thanks to the U.S. wireless industry's fiercely competitive nature, our ecosystem continues to innovate. Ultimately, our customersbenefit.

"By looking at new and existing proposals through these importantlenses, many government regulations are unnecessary. For example, the FCC has initiated several proceedings, such as bill shock andnet neutrality's transparency requirements, that could cause harmand we are working with the Commission to address the situation.

"As far as identifying areas of current harm, CTIA supports theFCC's continued leadership on spectrum policy to reduce governmentbarriers while encouraging innovation. This is why the FCC's focuson freeing up more spectrum for 'flexible use' for mobile Internetservice is essential, since it could ultimately accommodate areallocation of portions of the underutilized TV bands for wirelessconsumers.

"With almost 303 million wireless subscriber connections in theU.S., the wireless industry already provides Americans tremendousbenefits. Wireless is the future, but we must act now to get theunused or underused spectrum so our industry can continue to providethe innovations and economic benefits expected."
